Hachiko Cold!
The most famous dog in Tokyo! Shibuya crossing statue dog “Hachiko” is now dressed! (Old story about faithful dog that came to meet his owner at the station even after his death, therefore dog was made statue) Someone has put a rather fancy cloth around the brass canine. I would say it is poncho or tunic style.
